Registered Inspector Singapore

Registered Inspector SingaporeRI Inspection for FSC & TFP

After QP-led plan submission, SCDF plan approval or Notice of Approval (NOA), and completion of approved fire safety works, the project may need an appointed Registered Inspector (RI) before Fire Safety Certificate (FSC) or Temporary Fire Permit (TFP) application. A&A Projects coordinates the RI appointment administration, inspection date, QP documents, approved drawings, site-readiness items, and follow-up of non-compliance items raised by the RI.

  • Coordinate approved plan references, QP documents, inspection records, and fire safety work records
  • Arrange RI(A), RI(M&E), or both, and coordinate the inspection date with the project team
  • Where the inspection outcome is satisfactory, the appointed RI may issue the relevant Certificate of Inspection, such as Form 1 or Form 2, for the project team's FSC or TFP application route

Inspection Stage

What happens during the Registered Inspector stage

The Registered Inspector stage is where the appointed RI inspects and certifies completed fire safety works for the project's FSC or TFP route. Our role is to coordinate the project information, document flow, inspection date, and site-readiness items so the appointed RI can carry out the inspection properly.

Completed Works

Completed works against NOA and approved plans

The RI inspects the completed fire safety works against the approved plans and relevant requirements. We organise the approved plan references, NOA records, project documents, and site information for the appointed RI's review.

  • SCDF Notice of Approval and approved fire safety plan references
  • architectural fire safety provisions for RI(A)
  • mechanical and electrical fire safety provisions for RI(M&E)
RI Inspection

Appointment, inspection date, and rectification tracking

We coordinate the RI appointment administration, inspection schedule, QP documents, contractor attendance, and follow-up of non-compliance or rectification items surfaced by the RI.

  • Form FSC 8 appointment coordination where applicable
  • inspection date coordination with QP, RI, contractors, and project team
  • non-compliance and rectification tracking after inspection
Form 1 / Form 2

Certificate of Inspection and the next FSC / TFP step

Where the inspection outcome is satisfactory, the appointed RI may issue the relevant Certificate of Inspection, such as Form 1 or Form 2. The project team can then use it for the FSC or TFP application route.

  • Form 1 / Form 2 document coordination
  • FSC or TFP application readiness with the project team
  • next-step coordination after RI certificate issuance
RI Types

RI(A), RI(M&E), Form 1, and Form 2 explained

Many delays happen because the project team is not clear about which RI is required and what document route applies before FSC or TFP.

RI(A)

Architectural Registered Inspector

RI(A) covers architectural and building fire safety provisions. This may involve fire compartmentation, escape routes, protected shafts, fire-rated construction, and other architectural fire safety provisions shown in the approved plans.

RI(M&E)

Mechanical & Electrical Registered Inspector

RI(M&E) covers mechanical and electrical fire safety provisions. This may involve fire protection systems, mechanical ventilation, emergency lighting, fire alarm interfaces, and other relevant M&E provisions.

Form 1

For fully completed fire safety works

Form 1 is used when all fire safety works have been fully completed in accordance with the relevant code requirements. This is used for the Fire Safety Certificate route.

Form 2

For minor deviations that do not render the building unsafe

Form 2 is used when works are satisfactorily completed but minor deviations or non-compliance remain and the building will not be rendered unsafe. This may be used for Temporary Fire Permit consideration by SCDF for a limited period.

FAQ

Registered Inspector inspection questions

Common questions about RI(A), RI(M&E), Form 1, Form 2, QP document flow, Form FSC 8, and how RI inspection connects to Fire Safety Certificate (FSC) or Temporary Fire Permit (TFP) milestones.

Definition

What is a Registered Inspector in Singapore?

A Registered Inspector, or RI, is a person registered under the Fire Safety Act and qualified to inspect fire safety works in buildings. The RI's role is to ascertain the degree of compliance with fire safety requirements before the project proceeds with the Fire Safety Certificate or Temporary Fire Permit route.

Timing

When is a Registered Inspector required?

RI inspection is required for projects that require a Fire Safety Certificate or Temporary Fire Permit, as long as fire safety works are involved and those works need to be inspected and certified. Depending on the project scope, an RI(A), RI(M&E), or both may be required.

RI Types

What is the difference between RI(A) and RI(M&E)?

RI(A) refers to an Architectural Registered Inspector who deals with architectural or building fire safety provisions. RI(M&E) refers to a Mechanical and Electrical Registered Inspector who deals with mechanical and electrical fire safety provisions. Some projects may require both types.

Form 1

What is RI Certificate of Inspection Form 1?

Form 1 indicates that all fire safety works for the project have been fully completed in accordance with the relevant code requirements. For such cases, SCDF states that the Fire Safety Certificate will be issued.

Form 2

What is RI Certificate of Inspection Form 2?

Form 2 indicates that the fire safety works have been satisfactorily completed but with only minor deviations or non-compliance that will not render the building unsafe. For such cases, SCDF may consider issuing a Temporary Fire Permit for a limited period.

QP Documents

Who provides documents to the Registered Inspector?

SCDF states that Qualified Persons for projects are required under the Fire Safety Act to provide RIs with all relevant documents related to the fire safety works of the project. A&A Projects can help coordinate this document flow between the QP, owner, contractors, consultants, and appointed RI.

Certificate

Can A&A Projects issue the RI inspection certificate?

The RI inspection certificate must be issued by the appointed Registered Inspector for the project. A&A Projects coordinates preparation, document tracking, site-readiness checks, inspection date coordination, and follow-up administration around the RI inspection process.

Form FSC 8

What is Form FSC 8 for RI appointment?

Form FSC 8 is the SCDF Registered Inspector appointment form. It is different from the Fire Safety Certificate, or FSC. SCDF states that a copy of Form FSC 8 for appointment of the Registered Inspector must be submitted to SCDF within 14 days after the RI has been appointed for the project. Project teams should confirm the latest form and submission route with the appointed QP or SCDF resources.

Next Step

Prepare for RI inspection before the FSC / TFP application route.

Send us your approved plans, NOA, QP contacts, project status, fire safety work records, testing documents, and expected occupation timeline. We will help organise the RI appointment, document flow, inspection date, and site-readiness items before the Form 1 / Form 2 and Fire Safety Certificate (FSC) or Temporary Fire Permit (TFP) application route.

Best for
  • Architectural RI (RI(A)) and Mechanical & Electrical RI (RI(M&E)) coordination
  • NOA, QP documents, approved drawings, and site-readiness checks
  • Form FSC 8, Form 1 / Form 2, and FSC / TFP application flow
Reference

Official SCDF resources for RI, FSC, TFP, and Fire Code references

Use official SCDF resources to verify the current RI appointment, inspection certificate, Fire Code, and FSC / TFP requirements. Project-specific interpretation should be checked with the appointed QP, RI, and relevant consultants.

Note: The appointed Qualified Person and Registered Inspector remain responsible for their statutory duties. A&A Projects coordinates documentation, site-readiness, appointment administration, and project follow-up unless separately appointed in another formal capacity.
