Minor A&A Review in Singapore

Minor A&A Review forCommercial Fire Safety Works

Minor Addition and Alteration (MAA) lodgement is only for qualifying minor fire safety works listed in SCDF's Schedule, for a building or part of a building where a Temporary Fire Permit (TFP) or Fire Safety Certificate (FSC) has already been issued. A&A Projects helps commercial teams check the scope before preparing QP-ready documents for the CORENET lodgement route.

  • Check whether the scope appears suitable for the Minor A&A / MAA route
  • Flag route issues early, including exits, fire-rated elements, sprinkler heads, detectors, and alarm devices
  • Coordinate the information needed for the QP, contractor, owner, and CORENET lodgement follow-up

MAA Route Check

What to confirm before treating works as Minor A&A

The MAA route is useful for smaller qualifying works, but the first check is whether the project fits SCDF's minor works schedule and avoids the common exclusions.

SCDF Schedule

Qualifying minor fire safety works only

SCDF states that MAA lodgement applies only to minor additions and alterations set out in the Schedule. The appointed Qualified Person (QP) makes the application through CORENET before the MAA works commence.

  • existing TFP or FSC reference
  • scope must fit the minor works schedule
  • QP / owner route confirmation before lodgement
Route Risks

Small works can still need a wider route

Even a modest commercial fit-out may need broader Building Plan, Fire Protection Plan, or FSSD coordination when it affects escape routes, fire-rated elements, occupancy assumptions, or base-building fire safety provisions.

  • means of escape and exit access
  • fire-rated walls, doors, shafts, or compartment lines
  • occupancy, intended use, and base-building provisions
Sprinklers

The sprinkler count matters

SCDF's MAA checklist states that full submission is required when fire protection or fire alarm works involve more than 9 sprinkler heads. The route can also be affected by hazard class and where the devices are located.

  • 10 or more affected sprinkler heads means another route should be planned
  • OH3S or High Hazard sprinkler works should be checked separately
  • common areas of sleeping-risk premises need careful review
FAQ

Minor A&A and sprinkler questions

Common questions before assuming that a commercial alteration can stay within the MAA route.

Definition

What is Minor A&A in Singapore fire safety work?

Minor Addition and Alteration (MAA) lodgement is for qualifying minor fire safety works listed in the applicable SCDF schedule. The relevant building or part of building should already have a Temporary Fire Permit or Fire Safety Certificate.

Sprinklers

What is the sprinkler-head limit for MAA?

SCDF's MAA checklist states that full submission is required when fire protection or fire alarm works involve more than 9 sprinkler heads. If the project affects 10 or more sprinkler heads, the team should plan for another route.

Limits

When can sprinkler or alarm work fall outside MAA?

Besides the 9 sprinkler-head limit, SCDF also flags sprinkler works in Ordinary Hazard 3 (Storage) or High Hazard process / storage occupancies, and sprinkler heads or automatic fire detectors in common areas of sleeping-risk premises.

Route

When may Minor A&A not be enough?

Wider review may be needed when works affect means of escape, fire-rated elements, fire protection systems, alarm devices, hazard class, occupancy, intended use, or base-building provisions.

Documents

What should the project team send for review?

Send the latest layout, approved plan or FSC / TFP reference if available, scope of works, affected fire protection devices, sprinkler count, landlord or MCST notes, and contractor details. For the formal MAA route, SCDF also refers to the MAA e-form and plan information such as site plan, whole-floor plan, detailed alteration layout, sprinkler / detector layout, sections, and partition details.

A&A Role

What does A&A Projects help prepare?

We coordinate the scope review, drawing information, affected system notes, sprinkler-count check, and QP-ready documentation flow. The appointed QP and statutory parties remain responsible for formal duties and declarations.

Next Step

Before treating the project as MAA, send the layout, scope, and sprinkler count.

We will help review whether the route appears suitable or whether the project should prepare for Building Plan, Fire Protection Plan, or wider FSSD coordination before the QP-led stage.

Best for
  • existing commercial units with FSC / TFP reference
  • alteration scope and sprinkler-count review
  • QP-ready information for CORENET lodgement coordination
