What is a Fire Safety Certificate in Singapore?
A Fire Safety Certificate confirms that the completed fire safety works for the project have met the requirements for the applicable use or occupation route. The owner and appointed Qualified Person must obtain the FSC before using or occupying the premises where the requirement applies.
TFP
What is a Temporary Fire Permit?
A Temporary Fire Permit may allow the owner to use the premises for a limited period before the FSC is obtained. It is only considered where fire safety works have been satisfactorily completed with only very minor outstanding issues.
Timing
When can the FSC or TFP application be made?
The application should be made only after the fire safety plans have been approved and the works have been completed in accordance with SCDF requirements. An RI Inspection Certificate is also required before the application route proceeds.
QP
Who applies for the FSC or TFP?
After the project is completed, the appointed Qualified Person applies on behalf of the owner. The application is submitted electronically through CORENET 2.0.
RI
Is a Registered Inspector required before FSC or TFP?
Yes. An Inspection Certificate issued by a Registered Inspector is required. Depending on the project, RI(A), RI(M&E), or both may be needed.

What documents are commonly needed?
Common documents include the FSC / TFP application form, Certification for Fire Safety Works, RI Inspection Certificates, RI Inspection Report, RI appointment letter, RFSP declaration, and other project-specific certifications where applicable.
Processing
How long does SCDF take to respond?
SCDF states that it responds within 3 working days of an application. Some applications may also be selected for SCDF inspection, normally within 10 days of application.
A&A Role
What is A&A Projects' role in the FSC / TFP application?
A&A Projects acts as the QP coordination and submission team for the final FSC / TFP stage. We prepare and coordinate plans, documents, RI certificate records, consultant inputs, and the CORENET 2.0 submission workflow for SCDF Notice of Approval and Fire Safety Certificate application where applicable. SCDF issues the FSC or TFP where requirements are met, while the appointed QP and RI retain their statutory duties.
