What the Fire Safety Certificate and Temporary Fire Permit stage means

The FSC / TFP stage comes after approved fire safety works are completed, inspected, certified, and prepared for SCDF application through the appointed QP.

Fire Safety Certificate for completed works

A Fire Safety Certificate applies when fire safety works have been fully completed and the required certifications are ready for submission. The owner and appointed QP must obtain the FSC before using or occupying the premises where the requirement applies.

TFP

Temporary Fire Permit for limited use

FSC

What is a Fire Safety Certificate in Singapore?

A Fire Safety Certificate confirms that the completed fire safety works for the project have met the requirements for the applicable use or occupation route. The owner and appointed Qualified Person must obtain the FSC before using or occupying the premises where the requirement applies.

TFP

What is a Temporary Fire Permit?

A Temporary Fire Permit may allow the owner to use the premises for a limited period before the FSC is obtained. It is only considered where fire safety works have been satisfactorily completed with only very minor outstanding issues.

Timing

When can the FSC or TFP application be made?

The application should be made only after the fire safety plans have been approved and the works have been completed in accordance with SCDF requirements. An RI Inspection Certificate is also required before the application route proceeds.

QP

Who applies for the FSC or TFP?

After the project is completed, the appointed Qualified Person applies on behalf of the owner. The application is submitted electronically through CORENET 2.0.

Is a Registered Inspector required before FSC or TFP?

Yes. An Inspection Certificate issued by a Registered Inspector is required. Depending on the project, RI(A), RI(M&E), or both may be needed.
